during the month under various heads and target for the next month, wherever
provided, are shown in the Annexure – A.
Decisions taken in the meeting are as follows:
1.
ALLOTMENT:
Ø
No allotment order issued during
August 2007. SDMs are directed to collect more land allotment proposals from
T/Ks, get them processed and recommended by holding land allotment committee
meetings regularly (and if required, through circulation), get concurrence of
TTAADC wherever necessary & arrange for issuing land allotment on
priority.

Ø
Out of 46 cases of Sabroom
Sub-Division, in 34 cases approval of TTAADC has been accorded. SDM, Sabroom was
requested to process the cases immediately. SDM, Sabroom reported that order
issued for 16 cases and rest will be completed by 20th Sept. 2007.

SDM, Santirbazar resubmitted the
proposal for allotment of Govt. khas land for BSNL at BC Manu along with
approval of TTAADC. The proposal will be sent to Rev. Deptt. shortly for

4(four) allotment cases of ADC area
in Amarpur Sub-Division duly concurred by TTAADC needs to be re-submitted by
SDM, Amarpur immediately after rectification of defects.

25 Nos. cases of Amarpur
Sub-Division returned back for rectification by Revenue Deptt. has been
resubmitted by SDM, Amarpur after rectification. These cases are under scrutiny
and will be sent to Rev. Deptt. after completion of scrutiny for according
approval of Govt.

Huge No. of allotment cases–181
Nos.–are pending with Non-ADC Land Allotment Committee, 23 Nos. are pending with
ADC Land Allotment Committee and 43 cases are pending with SDM for processing in
Udaipur Sub-Division. SDM, Udaipur is asked to hold allotment committee meeting
immediately on urgently basis & clear pendency.

SDM, Amarpur reported that 328 cases
are pending with SDM for processing. SDM, Amarpur requested to place the same
before Sub-Divisional Land Allotment Committee for according approval
immediately.

70 cases are waiting for approval of
Non-ADC Sub-Divisional Land Allotment Committee in Santirbazar Sub-Division.
SDM, STB is requested to expedite for completion of the process.

27 cases of allotment proposal of
Belonia Sub-Division, which was returned by Revenue Deptt. for rectification has
already been sent to SDM, Belonia. SDM, Belonia is requested to resubmit the
same immediately after rectification.

khas land for allotment for setting up of BTS units by BSNL to extend Mobile

SDM, Amarpur reported that all sites
have been selected but the sites selection could not finalized due to non-visit
of Technical expert of BSNL. The matter has been informed to BSNL
authority.

It is learnt that some new rule for
allotment of land in ADC areas has been formulated. The same should be collected
immediately for circulation among all SDMs.

2.
MUTATION:
Ø
Pending
position of mutation is very high at Santirbazar followed by
Belonia and Udaipur. SDMs should take initiative for prompt
disposal of such cases.
3.
DISPOSAL OF Cr. P.C. CASES:
Ø
Disposal of Cr.P.C cases is
satisfactory but needs improvement. Rate of pendency in Belonia and
Santirbazar Sub-Division is high though they have disposed 52 Nos. &
24 Nos. respectively during the month. SDMs of the concerned Sub-Division should
exert efforts to subdue such high pendency position.

4.
GR / CRF:
Ø
Pending UC of GR fund for 2006-07
must be submitted immediately by all SDMs, so that Revenue Deptt. can be
requested to expedite next release of GR fund.

SDM, Udaipur required fund under CRF
for Rs.5.00 Lakh followed by SDM, Sabroom Rs.3.00 Lakh and SDM, Belonia Rs.2.00
Lakh. Sr. Deputy Magistrate is requested to place the amount to the respective
SDMs immediately.

5. D.C.C. BILLS :
Ø
SDM,
Sabroom should take special drive to submit DCC bills for reducing huge
pendency. Similar action should be taken by the SDM, Belonia.

6. ENTERTAINMENT
TAXES:
Ø
All SDMs should fulfill cent percent
collection, ensuring collection from all Cable Operators on monthly basis
regularly.

Collection of ET is satisfactory in
all Sub-Division except Udaipur in comparison to last year up to this month.
SDM, Udaipur assured that collection of ET will be improved by September
2007.

all Cable Operators to display information on NREGA for awareness of
public.

DISPOSAL OF CERTIFICATE CASES:

Certificate cases related to Sale Tax are as follows: -

Ø
SDM, Udaipur stated that 2 cases are
under process, which will be completed very soon. In 3 Nos. cases, the
whereabouts of the parties is not known and 2 Nos. cases are Bangladeshi. SDM,
Udaipur has given direction in the order sheet to Supdt. of Sales Tax for giving
newspaper publicity in untraceable cases urging the parties to report to SDM,
Udaipur for hearing. Supdt. of Sales Tax, Udaipur required one month time
for arrangement of wide publicity. (Action: Supdt.

Ø
SDM, Sabroom reported that all cases
related to Sale Tax are under process. 1 No. case will be completed very soon.
In one case, party is expired and other 3 cases, party is not able to deposit
the amount, as they are very poor. SDM, Sabroom reported that the matter
informed to Supdt. of Taxes, Belonia for exemption of those 4 cases. Supdt. of
Taxes, Belonia stated that the matter has already informed to the Commissioner
of Taxes, Agartala but reply yet to be received.

SDM, Amarpur was asked to process the
case clamed by the party as disposed in 1984 in the light of the report
submitted by Supdt. of Taxes, Udaipur. SDM, Amarpur reported that the proceeding
has already been started. In another case, attachment order issued for
collection of dues. SDM, Amarpur is asked to expedite the matter.

SDM, Belonia reported that 1 case is
under process but remaining 11 cases out of pending 12 cases are not traceable.
SDM, Belonia has given direction in the order sheet to Supdt. of Sales Tax for
giving newspaper publicity in untraceable cases urging the parties to report to
SDM, Belonia for hearing.

SDM, Santirbazar reported that one
case has been disposed out of pending two cases while another one case already
return to Supdt. of Taxes, Belonia because two Nos. debtors are BPL and three
Nos. debtors were not residing at Santirbazar Sub-Division.

In case of partnership case, each
partner may deposit only his own share after getting approval from SDM, in case
he is not able to deposit full outstanding amount. In such case, SDMs are
requested to collect only the dues from any partner.

SDM, Amarpur, Belonia and
Santirbazar should make effort for more collection of outstanding amount in
certificate cases in view of their high demand, though they have collected some
dues.

LAND ACQUISITION MATTERS:

LA cases should be pursued closely for early disposal:

BSF BOP proposals in Belonia & Sabroom.
(b)
Chellagang Growth Center.

Proposal
for land acquisition for construction of BOPs at Belonia – 5 sent & 1
pending and at Sabroom – 6 sent & 1 pending. These proposals are under
process.

Proposal
for BOP at Purna Raj Colony under Belonia
Sub-Division has been sent to Revenue Deptt. for issuing Notification.
Ø
Proposal for RD Go-down & boundary wall of
Hrishyamukh RD Block was received from SDM, Belonia and returned back for
rectification. SDM, Belonia is requested to resubmit the same immediately after
rectification the same.

Issuance
of Non-encumbrance certificate – The
matter discussed in detail and SDMs are requested to issue non-encumbrance in
respect of proposals for allotment of khas land only. In case of jote land
requiring land acquisition through LA.
Ø
Acquisition
proposal of land for road from Jail Road to Nazural Mancha under Belonia Nagar
Panchayat area – No such
proposal is received from PWD by this office. SDM, Belonia is requested
to trace out the matter from the Executive Engineer, PWD, Belonia.

should submit monthly report on total length of border fencing targeted
and achieved till that month regularly.

Incorporation
position of abatement of LA cases needs improvement. Incorporation is to be
completed by SDM, Amarpur for 2 cases; by SDM, Belonia for 49 cases; by SDM,
Santirbazar for 12 cases; by SDM Sabroom for 50 cases; and by SDM Udaipur for 22
cases. Concerned SDMs should take urgent steps immediately to clear
pendency.

10.
SMALL SAVINGS:
Ø
Collection during the month July
2007 is not satisfactory as cumulative net collection is less than up to this
month of last year. Appropriate steps should be taken for improving collection
by taking special drive.

the respective Small Savings Inspector to verify the GIS entry of different
Govt. office staff service books in all Sub-Division.

11.
EXCISE MATTERS:
Ø
Position of collection of excise
duty is shown in Annexure.
Ø
Cumulative
collection of Excise duty during the month is not satisfactory compared to last
year up to this month in all Sub-Division. It has come down about 18.45 lakh
comparison to last year collection. Only in Udaipur Sub-Division, it has come
down by 17.72 lakh. Supdt. of Excise is asked to improve the collection.

Excise raid is satisfactory during
the month. Supdt. of Excise is asked to gear up the excise raid for improvement
of collection.

Tender for Rajnagar, Radhanagar and
Bagma FL/CL shop have already been called again.
Ø
Decision yet to be received from the
Commissioner, Excise against Ompi FL shop. Supdt. of Excise, South was asked to
request the Commissioner, Excise for offering his views as early as
possible.

The
Excise Inspector should be asked to inspect 2/3 Nos. FL/CL shop in every
month.

12.
BEUP :
Ø
All SDMs reported except SDM,
Belonia that project proposals have received from the MLAs. SDM, Belonia
reported that no proposals received from 35-Rajnagar, 36-Belonia and
38-Hrishyamukh. SDM, Belonia was asked to collect project proposals from the
respective MLAs immediately.

are requested to submit adjustment of AC bills under BEUP so that it can be
reflected in CAG report.

2 Nos. work under 40 – Manubazar for
the year 2005-06 namely (i) construction of Open Air Stage and (ii) construction
of water storage tank with filter system are incomplete. SDM, Sabroom is asked
to complete the same and submit U/C.

U/C is pending for the work under 43
– Birganj for Rs.2.50 lakh for the year 2004-05. SDM, Amarpur is asked to submit

13. DISASTER
MANAGEMENT:
Ø
Helipad at Mandirghat, Amarpur is to
be constructed under NREGA fund in consultation with BDO, KBK. SDM,
Amarpur reported that he has selected the site in the field of Sindu Kumar
JB School, Rambhadra. Accordingly, fund has been placed to BDO, Karbook to
construct the helipad. SDM, Amarpur is requested to monitor the work.

Ø
Disaster Management awareness
programme for volunteers at Sub-Division level needs to be conducted
immediately, which should be continued on regular basis after certain intervals.
SDMs should conduct the same on priority basis.
Ø
Block level Disaster Management
awareness programme for PRIs completed for 9 Blocks. Such programme is needed
for uncovered Rajnagar and Hrishyamukh RD Block. Revenue Department should be
requested to fix up dates for training programme of these blocks.

14.MISC:
Ø
Revenue
Collection:
Trend of Revenue
collection as per demand on LR is found satisfactory.
Ø
Cumulative collection of Weights
& Measures up to the month is not satisfactory in all Sub-Divisions compared
to last year up to this month. Reasons of decline in collection in South Tripura District is
to be found out by the Asstt. Controller, W&M, South. He is asked to chalk
out market wise renewal and submit it to the undersigned immediately.

Ø Restoration: SDM,
Santirbazar will submit status report of 46 Nos. restoration cases and the
whereabouts of the records of Court cases & sub-judice cases.

Registration: Revised land valuation chart
for town area has to be prepared by all SDMs. SDM, Belonia, Udaipur and
Amarpur have submitted the land valuation chart for town area. Other SDMs are
requested to submit the land valuation chart without further delay.

ROR of
School/BSNL/Other Deptt. – SDMs are instructed to supply the copy of ROR to
concerned Deptt. after receiving requisite fees.
Ø
Cases related to diversion of
Agricultural land for non-agri purpose U/S. 20 of TLR & LR Act are having
huge pendency in Udaipur. SDM, UDP shall take immediate action to dispose all
pending cases.

Inspection of RD works is not
satisfactory. It was decided that at least 25 nos. of RD works will have to be
inspected by each SDM every month. But, the achievement is quite
less. It needs to be improved.

Revisional Survey Operation in
Amarpur Sub-Division: SDM, Amarpur informed that the
Revisional Survey works in 4 moujas namely (1) Gamaicherra (2) Melchi (3) North
Songang and (4) East Taislong under Ompi Rev. Circle have been started. SDM,
Amarpur also reported that Bujharat work of North Songang has already been
completed and attestation will be started on 20.9.2007. Bujharat work of mouja Melchi is near completion.
He was asked to use all additional staff posted to Amarpur Sub-division to
expedite revisional survey work. (Action: SDM, AMP)

nutrition programme, health related services etc.
