during the month under various heads and target for the next month, wherever
provided, are shown in the Annexure – A.
Decisions taken in the meeting are as follows:
1.
ALLOTMENT:
Ø
Position
on allotment proposals pending at various levels is shown at
Annexure.
Ø
No
allotment orders issued during February 2008. SDMs are directed to collect more
land allotment proposals from T/Ks, get them processed and recommended by
holding land allotment committee meetings regularly (and if required, through
circulation), get concurrence of TTAADC, wherever necessary & arrange for
issuing land allotment on priority.

Out
of 4(four) allotment cases of ADC area in Amarpur Sub-Division requiring
re-submission by SDM, Amarpur after rectification of defects, SDM, Amarpur
stated that 2 (two) Nos. proposals have already been submitted and other 2 (two)
Nos. proposals will be submitted shortly. After scrutiny of 2 Nos. proposals,
they have been again returned back to SDM, Amarpur on 6.12.2007 for
rectification of the same. He was asked to re-submit 4 Nos. proposals without
further delay.

Nos. allotment
proposals under Amarpur Sub-Division has been approved by the Revenue Department
and these proposal has been sent to SDM, Amarpur for issuing allotment order.
SDM, Amarpur was requested to issue allotment order by 31st March
2008. But it is yet to be completed. SDM, Amarpur is requested to complete the
work without further delay.

Huge
No. of allotment cases–86 Nos.–are pending with Non-ADC Land Allotment
Committee, 18 Nos. are pending with ADC Land Allotment Committee and 28 cases
are pending with SDM for processing in Udaipur Sub-Division. SDM, Udaipur is
asked to hold allotment committee meeting to clear pendency.

A
message has been sent to Revenue Department for reviving of 5 (five) Nos.
Sub-Divisional level Land Allotment Committee in ADC and Non-ADC. The Joint Secretary, Revenue Department
has requested to kindly communicated Govt.
approval.

SDM,
Amarpur reported that 381 cases are pending at his level for processing.
SDM, Amarpur was asked to place the same before Sub-Divisional Land Allotment
Committee for according approval immediately as the Assembly Elections, 2008 are
over. SDM, Amarpur was also requested to submit breakup of 381 cases early.

SDM,
Udaipur reported that there is no khas land near roadside from Gumti Bridge to
Matabari for Budget Hotel. But SDM, Udaipur has submitted a proposal for 0.67
acres of land near NH –44 under mouja R.K. Pur R.F and another proposal under
mouja Fulkumari for 2.50 acres under Udaipur Sub-Division. `These proposals are
to be sent to the Director, ICAT for views. SDM, Udaipur has also submitted a
proposal for the office of District Labour Officer at DIC area, which is
recorded in favour of Tripura Govt.

Revenue
Department required NOC from PWD for according approval against allotment
proposal for BTS Mobile at North Hichachara. SDM, Santirbazar was asked to
obtain NOC from PWD at an early date but it is still pending. The same be
obtained immediately.

MUTATION:
Ø
Pending
position of mutation is very high at Belonia followed by
Santirbazar and Udaipur. SDMs should take initiative for prompt
disposal of such cases.

Large
number of mutation cases are pending in various Tehsil. O/C, Revenue shall
therefore, chalk out a visit plan of various Tehsil to examine the pending
mutation cases immediately.

DISPOSAL OF Cr. P.C. CASES:
Ø
Disposal
of Cr.P.C cases is satisfactory but needs improvement. Rate of pendency in
Belonia and Santirbazar Sub-Division is high though they have
disposed 14 Nos. & 16 Nos. respectively during the month. SDMs of the
concerned Sub-Division should exert efforts to subdue such high pendency
position.

GR / CRF:

Pending
UC of GR fund for 2006-07 must be
submitted immediately without any
further delay by all SDMs, so that Revenue Deptt. can be requested to
expedite next release of GR fund.

5. D.C.C. BILLS:
Ø
SDM,
Sabroom should take special drive to submit DCC bills for reducing huge pendency
for long time.

Santirbazar and Sabroom reported that the report submitted by them were not
correct. Both the SDMs directed to submit correct report immediately.

6.
ENTERTAINMENT TAXES:
Ø
All
SDMs should fulfill cent percent collection, ensuring collection from all Cable
Operators on monthly basis regularly.

Collection
of ET is not satisfactory except Belonia & Udaipur Sub-Division in
comparison to last year up to this month. Other SDMs are asked to ensure the
collection of ET from each cable operator immediately.

Ø It
is seen that E.T. collection from Jatras, Cinema Hall & other sources has
declined compared to last year. Hence, all SDMs are requested to improve E.T.
collection by giving special attention on this aspect.

Udaipur stated that 2 cases are under process, which will be completed very
soon.
Ø
SDM,
Sabroom reported that all cases related to Sale Tax are under process. 1 No.
case will be completed very soon. In one case, party is expired and other 3
cases, party is not able to deposit the amount, as they are very poor. SDM,
Sabroom reported that the matter informed to Supdt. of Taxes, Belonia for
exemption of those 4 cases. Supdt. of Taxes, Belonia stated that the matter has
already been informed to the Commissioner of Taxes, Agartala but reply is yet to
be received. Supdt. of
Taxes, Belonia is asked to pursue the Commissioner of Taxes, Agartala for giving
his views.

SDM, Amarpur reported that attachment
order for one case has been given while another case is under process for
collection of dues. SDM, Amarpur is asked to expedite the matter.

Belonia reported that 3 cases are returning back to Supdt. Of Taxes, Belonia out
of 7 cases as the parties are unreachable after proper verification. Remaining 4
cases are under process. SDM, Belonia is asked to complete the cases
immediately.

SDM,
Amarpur, Belonia and Santirbazar should make effort for improvement in
collection of outstanding amount in other certificate cases in view of
their high demand, though they have collected some dues.

for Notification of Firing Range in Maharanichera under Udaipur Sub-Division for
BSF is pending for long with Home Deptt. Another reminder be issued

LAND ACQUISITION MATTERS:

Construction
of Motor Stand at Chellagang in Growth Centre area should be started
immediately, as acquisition process is almost completed.

Work
at Garjee Motor Stand has already been started by EE, RD, as proposal for
acquisition of additional land as per request of original landowner has already
been initiated.

BOP
Purna Colony – no person attended for hearing on scheduled date. LA section has
been advised to prepare draft award immediately and next date of hearing be
fixed in April 2008.

Incorporation
position of abatement of LA cases has improved except Belonia & Sabroom
Sub-Division. Incorporation is to be completed by SDM, Amarpur for 1 case; by
SDM, Belonia for 32 cases; by SDM, Santirbazar for 2 cases; by SDM Sabroom for
50 cases; and by SDM Udaipur for 1 case. SDMs should take urgent steps
immediately to clear pendency.

Sabroom reported that 31 cases of incorporation are completed out of 50 cases.
SDM, Amarpur, Santirbazar and Udaipur also reported that all pending cases of
incorporation are completed.

LA
proposal for Office-cum-residence of Officer-in-Charge, CPWD and Nursery of
Forest Deptt. at Sabroom -
SDM, Sabroom was asked for submission of proposals to LA Collector, South
Tripura, Udaipur. But the proposals are yet to be submitted by SDM, Sabroom.
SDM, Sabroom is again asked to submit the same immediately without further
delay.

FM
Radio station at Nutanbazar – SDM, Amarpur reported that he has visited
Nutanbazar along with AIR authority and another suitable land is selected for
the purpose. SDM, Amarpur asked to process the case immediately.

SMALL SAVINGS:
Ø
Collection
during the month March 2008 is not satisfactory as cumulative net collection is
less than collection upto this month of last year. Appropriate steps should be
taken for improving collection by taking special drive.

Small Savings stated that 23 Nos. Group Insurance benefit cases are lying
pending while 40 Nos. cases are under process and 57 Nos. cases return back with
objection. DO, Small Savings is directed to clear the backlog immediately.

EXCISE MATTERS:

of collection of excise duty is shown in Annexure.
Ø
Cumulative
collection of Excise duty during the year 2007-08 is satisfactory compared to
last year collection in all Sub-Division. But annual target is not fulfilling
during the year 2007-08. Supdt. of
Excise is asked to gear up the trend of
collection.

Excise
raid is not satisfactory during the month except Amarpur and Belonia
Sub-Division. In Santirbazar Sub-Division, excise raid is nil during the month.

collection.

Supdt.
of Excise reported that the call money is very high of Ompi F/L shop compare to
Amarpur F/L shop for which tender has not dropped by any one.

The
Excise Inspector should be asked to inspect 2/ 3 Nos. FL/CL shop in every
month.

Posting
of Excise Guard/ Group D staff in the office of the Superintendent of Excise,
South Tripura, Udaipur is immediately required. A proposal with justification be
sent to Commissioner of Excise for doing the needful.

BEUP:

SDMs are requested to submit adjustment of AC bills under BEUP, so that it can
be reflected in CAG report.

Nos. works under 40 – Manubazar for the year 2005-06 namely (i) construction of
Open Air Stage and (ii) construction of water storage tank with filter system
were completed. SDM, Sabroom is asked to submit U/C immediately without further
delay.

DISASTER
MANAGEMENT:
Ø
Disaster
Management awareness programme for volunteers at Sub-Division level needs to be
conducted immediately, which should be continued on regular basis after certain
intervals. SDMs should conduct the same on priority basis.
Ø
Block
level Disaster Management awareness programme for PRIs completed for 9 Blocks.
Such programme is needed for uncovered Rajnagar and Hrishyamukh RD Block.
Revenue Department should be requested again to fix up dates for training
programme of these blocks.

Collection:
Trend
of Revenue collection as per demand on LR is found satisfactory. All SDMs have
achieved the target for the year 2007-08. All SDMs are requested to complete the
Touji writing by May 2008 so that the total demand of Revenue can be ascertained
for 2008-09.

Cumulative
collection of Weights & Measures upto the month is not satisfactory in all
Sub-Divisions except Udaipur compared to last year up to this month. Cumulative
collection is below compared to last year collection upto this month. Asstt. Controller, W & M, South
reported that the annual target for the year 2008-09 is not fix up.
Ø Restoration:
SDM,
Santirbazar will submit status report of 46 Nos. restoration cases and the
whereabouts of the records of Court cases & sub-judice cases without further
delay.

Registration:
Revised land valuation chart for town area of Belonia, Udaipur and
Amarpur has already been approved. SDM, Sabroom reported that land valuation
chart will be submitted after checking the same. SDM, Santirbazar stated that
preparation of land valuation chart for Santirbazar, Baikhura and Jolaibari has
already started and will be submitted shortly. (Action: SDM, STB/SBM)

under PPI. Other SDMs also made requisition for the same. A letter be sent to
Health Deptt. for additional fund.

Nos. cases related to diversion of Agricultural land for non-agri purpose U/S.

/ Sub-Treasury Account: 1st
list of Treasury / Sub-Treasury Account should be submitted by 17th
of the every month and 2nd list should be submitted by 7th
of the following month. All SDMs are requested to instruct to the concerned STO

Inspection
of RD works is not satisfactory. It was decided that at least 25 Nos. of RD
works will have to be inspected by each SDM every month. But, the achievement is
almost nil. It needs to be improved.
