Continuing Education for Neo-Literates

Total Literacy Campaign aimed at imparting functional literacy to illiterates in the age group of 9 to 45 years and to ensure enrollment of all children in the age group of 6 to 9 in the schools. And with the successful implementation of TLCs in several districts all over the country, a situation is emerging whereby millions of illiterates are acquiring basic literacy skills and joining the class of neo-literates each year. Without a meaningful post literacy programme, many of these persons may relapse into the old world of illiteracy.

 

Post Literacy Programme comprises of a two-year programme, which includes about 50 hours of guided learning as a bridge towards taking learners to a self reliant level of learning. Hence, this Continuing Education Programme comprises of self-directed learning through library service, newspapers for neo-literates, Charcha Mandals and other activities such as vocational and skill development trainings.

 

For the implementation of this scheme, establishment of Continuing Education Centres (CECs & NCEs) is required. These have been set up in public buildings available within the village. The timings of the CECs/ Nodal CECs have been decided by the local community. Normally one CEC has been  provided for a village to serve around 500 neo-literates in a population of around 1500-2000. To run a CEC or NCEC, there is one “Prerak” and one “Asstt. Prerak”, who have a minimum qualification of Secondary School.
